The PLY format (Polygon File Format, also known as the Stanford Triangle Format) is an open 3D file format designed to store objects obtained by 3D scanning. It supports polygon meshes, point clouds and per-vertex data (color, normal, texture). Blender, MeshLab, CloudCompare and most 3D scanners export to PLY. Yes. PLY can store per-vertex colors (RGBA) and normals. OmniView 3D renders this data for a faithful display of the source file. Separately mapped UV textures are not supported in the current version.

STL stores only surface geometry (triangles), with no color or normal data. PLY is richer: it supports per-vertex colors, normals and custom properties. For a colored 3D scan, PLY is preferable to STL.
